Install the database manually, as it's possible the installer won't actually install it, even if it indicates otherwise.
Afterward, you'll see that the database information is present in the trainer software and also in the simulator.

- Extract the file "GarminTrainerSetup_31210.zip"
- Navigate to the directory "setup_resources\databases\3.5.0.0"
- Run the file "Databases.Setup.msi"
